Business Analyst – CEP Digital Program (Senior)
Digitalisation is a key enabler in the transition to a fossil-free future. Within the Wind business area, the CEP Digital Program accelerates selected digital initiatives that contribute to cost efficiency, operational excellence, future competitiveness and a stronger digital foundation. The program runs until the end of 2028 and is delivery-driven, with an onboarding period that allows the role to get up to speed quickly.
The senior Business Analyst works as business-analysis lead for the program and connects business needs to clear requirements. The role translates requirements into a structured business case approach, strengthens development, validation and tracking of business cases, and ensures that business value, delivery scope, costs, dependencies and benefit assumptions remain aligned throughout the program lifecycle. Reporting is to the program manager, with support provided to program and project managers.
What you will do
- Drive business case development for the program and for specific CEP Digital initiatives, including assumptions, baselines, cost/benefit drivers, timing and linkage to program targets.
- Identify and document business case dependencies, including dependencies between program projects.
- Support quantitative and qualitative value definition, covering topics such as OPEX savings, CAPEX implications, revenue uplift, prevented costs, operational stability, compliance, health & safety, people enablement and future competitiveness.
- Set up and maintain business case tracking so that benefit assumptions, milestones, risks, dependencies, scope changes and cost updates are regularly reviewed and reflected in project and program reporting.
- Translate changes in scope, timing, solution approach or implementation readiness into updated business case impacts, and communicate these clearly to project and program management.
- Lead requirements refinement and alignment with affected stakeholders, ensuring requirements are prioritised, traceable to business objectives, and specific enough to be delivered and tested by project or agile delivery teams.
- Develop requirements as input to solution selection, tender preparation, project tollgate decisions and implementation planning.
- Contribute to change management strategies and plans so that business change is successfully rolled out, embedded and linked to benefit realisation.
- Requirements specifications and business analysis reports for the digital initiatives within scope.
- Business case descriptions including qualitative and quantitative value logic, baseline assumptions, cost and benefit drivers, dependencies and uncertainty levels.
- Business case updates and validation input for project and program reporting, covering impacts of scope, planning, cost, dependency and benefit changes.
- Input to solution selection, procurement and governance decisions, ensuring that requirements and business value remain connected.
- Clear documentation of assumptions, open questions, risks and dependencies that affect benefit realisation and business case credibility.
- Work location: Amsterdam, with several days per week remote possible and approximately 1 office day per week (flexible), plus occasional travel.
- Workload: 32–40 hours per week (40 preferred).

Eisen
- Senior Business Analyst with at least 5 years of proven experience in business analysis and requirements management
- Proven experience with business case development including benefit logic, baseline definition, assumption management, and benefits tracking in digital or transformation programs
- Proven experience in an asset-intensive / complex (preferably regulated) environment
- Ability to work with both quantitative and qualitative value drivers (cost savings, cost avoidance, revenue uplift, operational performance) and independently perform financial calculations with sufficient financial literacy to interact with controllers
- Proven experience facilitating requirements and value workshops (gathering, refinement, prioritisation, approval, business case validation, benefit review)
- Experience with and understanding of corporate IT landscapes and the interaction between business, IT and engineering
- Experience in a large, complex organisation with the demonstrated ability to challenge stakeholders constructively and ask critical questions
- Ability to work independently and get up to speed quickly (short onboarding)
- Fluent English, verbal and written
- Available 32–40 hours per week (40 preferred), starting asap
Wensen
- Experience in the energy sector, with a preference for production/generation environments (energy production, oil & gas)
- Knowledge of renewable energy, asset maintenance, monitoring & control, asset data, financial reporting or program governance
- Degree in Business Administration, Finance or Information Management
- Based in the Netherlands or a company country
